OFSI Extends Lukoil General Licences and Adds User Notification Requirement

UK financial sanctions authority OFSI has amended two General Licences covering continued business with Lukoil International and Lukoil Bulgaria entities, adding a new notification requirement for entities relying on the licences and extending their validity.

The changes took effect on 12 August 2026. Under General Licence INT/2025/8031092, which permits specified continued business with Lukoil International entities under the Russia sanctions regime, OFSI amended key definitions, introduced a notification obligation for entities using the licence and extended the licence term by six months.

OFSI also amended General Licence INT/2025/7895596 for Lukoil Bulgaria entities. The revised licence changes the definition of covered subsidiaries, introduces the same notification requirement and extends the licence until 29 October 2026.

Entities that begin relying on the amended licences from 12 August must notify OFSI within 14 days of first use and provide current contact details. Entities already using the licences when the requirement took effect must notify OFSI within 14 days of 12 August. The notification is generally a one-off requirement unless contact details change.

The amendments do not remove the need for firms to assess whether individual transactions fall within the precise terms and conditions of the licences. For sanctions compliance teams, the new notification requirement also means that reliance on the licences now carries an additional operational control that should be incorporated into approval and record-keeping processes.
