Hong Kong Jails Asset Manager for Laundering More Than HK$64 Million

A Hong Kong asset manager has been sentenced to six years and nine months in prison for laundering more than HK$64 million and using false financial documents in an immigration application.

The District Court sentenced Xiao Rui, 37, owner of Augustine Holdings Limited, on 23 July 2026. He was convicted after trial of four counts of dealing with property known or reasonably believed to represent proceeds of an indictable offence, contrary to section 25(1) of the Organized and Serious Crimes Ordinance, and one count involving false instruments.

Hong Kong’s Independent Commission Against Corruption said 38 transactions totalling more than HK$64 million entered Xiao’s personal bank accounts between March 2014 and November 2023. The transfers came through at least 12 companies and 12 individuals who were neither clients nor business partners of Xiao’s company or its subsidiaries.

The investigation began with a corruption complaint. Part of the funds was linked to a bribe allegedly sought by Xiao’s father, Xiao Jun, a former anti-malfeasance official in Wuhan. The court’s verdict concerned Xiao Rui’s handling of the funds; references to his father describe the alleged predicate conduct identified during the investigation.

Xiao was also found to have submitted a false certificate of deposit and a false passbook to Hong Kong’s Immigration Department in 2013 when applying for residence under the former Capital Investment Entrant Scheme.

The case illustrates the value of examining unexplained third-party payments over an extended period and testing whether the counterparties have a credible commercial relationship with the account holder.
