Bank of Thailand Launches Sector-Wide Framework to Block Illicit Financial Transactions

The Bank of Thailand and financial-sector industry groups have launched a new cooperation framework aimed at preventing Thailand’s financial system from being used as a channel for illegal activity and fraud.
The Framework on Safeguarding the Financial Sector from Illicit Activities was announced on 10 September 2026. It brings together the central bank and 11 associations representing commercial banks, state financial institutions, payment service providers, foreign-exchange businesses and non-bank lenders.
The framework is designed to move participating institutions toward a more coordinated approach to prevention, detection and response. The participating organisations are expected to embed the prevention of illicit financial activity into governance and business policy, apply appropriate minimum standards for their sectors, and continue adapting controls as risks change.
Information sharing and technology are central to the initiative. Participants are expected to exchange information on risk patterns, warning indicators and good practices, while using data and technology to strengthen monitoring and detection. Industry reporting around the launch also highlighted enhanced KYC, CDD and EDD practices and closer coordination around suspicious or high-risk activity.
The initiative is broader than a conventional anti-scam campaign. The Bank of Thailand had previously described the framework as a sector-wide effort to prevent the financial system from facilitating illegal and fraudulent activity. That makes the development relevant to AML and financial-crime teams responsible for customer risk, transaction monitoring, mule-account controls and cross-institution information sharing.
The framework itself should not be read as a new standalone AML law or as imposing identical controls on every participating business. Its significance lies in establishing a common supervisory and industry direction across multiple parts of Thailand’s financial ecosystem.
