Shinhan Financial and Visa to Test Stablecoin Issuance, Remittance and Redemption

Shinhan Financial Group and Visa have signed a strategic memorandum of understanding to test stablecoin infrastructure and develop payment models for the South Korean market.

The agreement was signed on 24 August 2026 at Shinhan Financial Group’s headquarters in Seoul. The first phase will use Visa’s stablecoin platform to test core functions including stablecoin issuance, remittance and redemption. The companies then plan to assess how the infrastructure could support a business model tailored to South Korea’s financial environment.

The programme is broader than a single token launch. Shinhan and Visa are also considering pilots that could connect stablecoins with bank-card settlement and expand their use in business-to-business and business-to-consumer payments. The cooperation also covers AI-based payment services and other digital-asset initiatives.

The project remains at the testing and development stage. Neither company has announced a commercial launch date, a final stablecoin structure or the regulatory approvals that would be required for a production service. That distinction is important as South Korea continues to develop its legal framework for stablecoins and other digital assets.

The initiative builds on Shinhan’s existing digital-asset work. Shinhan Card has already conducted proof-of-concept testing covering stablecoin settlement, blockchain payments and wallet connectivity, while Shinhan Asset Management recently joined Solana Foundation, Etherfuse and Orca in a proof of concept for a Korean won-denominated tokenised fund.

For financial-crime compliance teams, bank-led stablecoin infrastructure raises practical questions around customer identification, sanctions screening, transaction monitoring and traceability across issuance, transfer and redemption. Those controls will become increasingly important if stablecoins move from isolated pilots into mainstream bank payment and settlement workflows.
