EU AMLA Finalises Home–Host Supervisory Cooperation Standards for Cross-Border Groups

The EU Anti-Money Laundering Authority (AMLA) has finalised draft Regulatory Technical Standards setting out the respective duties of home and host supervisors and the arrangements for cooperation when obliged entities operate across borders.
AMLA issued the Final Report on 1 October 2026 under Article 46(4) of Directive (EU) 2024/1640, the Sixth Anti-Money Laundering Directive (AMLD6). The draft RTS establish a baseline framework for cooperation between supervisors of cross-border groups of obliged entities in both the financial and non-financial sectors.
The standards clarify how home and host supervisors should divide responsibilities and cooperate in day-to-day supervision. The framework covers practical communication arrangements and information exchange, including circumstances in which supervisors should share relevant information proactively rather than waiting for a request.
The framework also addresses cross-border supervisory inquiries and coordinated approaches. During the consultation stage, AMLA proposed procedures covering requests, acknowledgements and responses, as well as cooperation where information could materially affect another supervisor’s assessment of an obliged entity’s inherent or residual money laundering or terrorist financing risk.
The Final Report marks a new stage from the consultation AMLA launched in May 2026. The draft RTS will now be submitted to the European Commission for adoption. They will become binding only after the required adoption process and publication in the Official Journal of the European Union.
The standards form part of the EU’s wider AML/CFT supervisory architecture, alongside supervisory colleges and other cooperation mechanisms. Their focus is not to transfer all supervisory responsibility to a single authority, but to establish a consistent framework for national supervisors overseeing groups whose activities cross Member State borders.
