Thailand SEC Issues Digital Asset Travel Rule With Self-Hosted Wallet Verification

Thailand’s Securities and Exchange Commission has issued a Travel Rule for Digital Assets requiring licensed digital asset business operators to strengthen information-sharing, counterparty due diligence and transaction monitoring for digital asset transfers.
The regulations, announced on 2 September 2026, are intended to reduce money-laundering, terrorist-financing and technology-crime risks and will take effect on 27 February 2027, giving operators time to prepare their systems.
What the new rule requires
Under the SEC requirements, digital asset operators must establish policies and procedures for managing risks associated with transfers and receipts of digital assets. They must collect information on customers and their counterparties, conduct due diligence on counterparties and verify the qualifications of counterparty virtual asset service providers and any intermediary operators involved in a transfer route.
The rule also specifically requires operators to verify ownership of, or control over, self-hosted wallets when customers send digital assets to or receive them from such wallets.
For transfers between service providers, the ordering operator must transmit originator and beneficiary information together with the transfer order to the receiving counterparty VASP. Information accompanying each digital asset transaction must be retained for at least five years in a form that can be promptly retrieved or examined by the supervisory authority.
Interim framework coordinated with AMLO
The SEC said it coordinated with Thailand’s Anti-Money Laundering Office after the Subcommittee on Financial Data Connectivity for Enhancing the Monitoring of Suspicious Financial Transactions called for interim requirements while AMLO prepares regulations under the Anti-Money Laundering Act.
The SEC held consultations on the policy principles during March–April 2026 and on the draft notification during June–July 2026. The final framework is set out in SEC Notification No. Sor Thor. 9/2026, dated 25 August 2026.
The measure brings travel-rule information, counterparty checks and self-hosted-wallet controls directly into operators’ transaction-monitoring processes, making the February 2027 implementation date a significant systems and compliance milestone for Thailand’s digital asset sector.
