OFAC Sanctions Xinbi Guarantee Over Cyber Scam and Money Laundering Network

The U.S. Department of the Treasury’s Office of Foreign Assets Control (OFAC) on 9 September 2026 sanctioned Xinbi Guarantee, a Chinese-language platform that U.S. authorities say operates a large illicit online marketplace supporting cyber scams, fraud, money laundering and other criminal activity.

OFAC also designated two companies that it says support Xinbi Guarantee’s operations through digital-currency, application and other financial services. The action was coordinated with the U.S. Department of Justice’s Scam Center Strike Force, which Treasury said simultaneously seized infrastructure and digital-asset wallets used by Xinbi Guarantee.

In a parallel action announced the same day, the U.S. Department of Justice said the Scam Center Strike Force restrained approximately US$52 million in cryptocurrency linked to scam money laundering, bringing the task force’s total restrained assets to about US$938 million. DOJ also said the Strike Force deployed personnel to Madagascar to assist local authorities in disrupting 13 Chinese-run scam compounds. These measures were part of the coordinated enforcement action and are separate from OFAC’s designation findings.

Marketplace linked to scam and laundering networks

According to Treasury, Xinbi Guarantee functions as a central marketplace connecting transnational criminal syndicates and scam-centre operators with merchants providing financial services, technology and other goods used in cybercrime operations. The platform also provides escrow services to scam operators, money-laundering networks and cybercrime syndicates.

Treasury said Xinbi Guarantee has processed the equivalent of more than US$24 billion in digital assets and fiat currency since around 2022, with activity concentrated largely in Southeast Asia. The department also said some criminal users migrated activity to Xinbi after enforcement pressure against Huione Pay.

SafeW and XinbiPay also targeted

OFAC designated Singapore-based SafeW Technology Co., Ltd. and Cambodia-based Anwen Technology Co., Ltd. for materially supporting Xinbi Guarantee. Treasury said Xinbi began moving merchant and money-laundering networks to the SafeW encrypted messaging application in 2025, while Anwen developed XinbiPay, also known as NewPay wallet.

Xinbi Guarantee was designated as a significant transnational criminal organization under Executive Order 13581, as amended. SafeW Technology and Anwen were designated for materially assisting or providing services in support of Xinbi Guarantee.

Compliance implications

The designations block property and interests in property of the named persons that are in the United States or under the possession or control of U.S. persons. Entities owned 50% or more, directly or indirectly, by blocked persons are also blocked under OFAC rules.

For financial institutions, virtual-asset service providers and other regulated businesses, the action reinforces the importance of screening not only named entities but also associated wallets, ownership structures, payment intermediaries and technology providers that may support high-risk scam and laundering ecosystems.
