Sayari and DataExpert Expand Sovereign AI for Financial Crime Investigations Across Europe

Sayari and DataExpert have formed a channel and knowledge partnership to bring sovereign AI and primary-source corporate intelligence to government, law-enforcement, defence and financial intelligence agencies across eight European countries.
The partnership, announced on 27 August 2026 and highlighted in new specialist coverage on 31 August, covers Belgium, the Netherlands, Luxembourg, Denmark, Finland, Iceland, Norway and Sweden. DataExpert will provide implementation, training and in-country support, while Sayari supplies its primary-source intelligence platform and sovereign AI capabilities.
Sayari says its sovereign AI can be deployed inside an agency-controlled environment, including private or classified cloud infrastructure. The company says its models are trained on 12 years of analyst tradecraft rather than customer data, and that outputs are source-linked and graded to support human review. Its Commercial World Model combines more than 12 billion primary-source records from more than 250 jurisdictions.
The intended use cases are directly relevant to financial-crime and sanctions work. According to the companies, agencies will be able to use the platform to trace cross-border illicit financial networks, investigate layered beneficial-ownership structures, identify sanctions-evasion networks, support export-control enforcement and examine third-country diversion involving dual-use goods and shadow-fleet ownership.
DataExpert will add local investigative expertise in open-source intelligence, digital forensics, data analytics and cybersecurity, together with embedded consultants and training. The companies are positioning the partnership around the growing demand among European authorities for investigative AI that can be locally controlled, audited and used with evidential traceability.
The development is notable for financial-intelligence and enforcement teams because it combines corporate ownership, trade and relationship data with deployable AI rather than treating sanctions, ownership and illicit-finance investigations as separate workflows.
