EU Extends Russia Individual Sanctions to 2029 and Removes Four Listings

The Council of the European Union has extended its individual restrictive measures linked to actions undermining Ukraine’s territorial integrity for another 36 months, keeping the regime in force until 22 September 2029.
The measures apply to more than 3,000 listed individuals and entities. For natural persons, they include travel restrictions; the regime also provides for asset freezes and prohibits making funds or other economic resources available to listed persons and entities.
The three-year renewal is a material change from the shorter review cycle previously used for these listings. In its 22 September announcement, the Council said the extension followed a review of the sanctions regime.
Four non-deceased listings removed
Alongside the renewal, Council Implementing Regulation (EU) 2026/2160 removed four non-deceased entries from Annex I to Regulation (EU) No 269/2014:
- Alisher Burkhanovich Usmanov;
- Mikhail Maratovich Fridman;
- Andrey Pavlovich Falaleev; and
- Redbird Corporate Services Ltd.
The regulation separately deleted the entries for three deceased persons: Yuri Nikolaevich Shvytkin, Ali Reza Tangsiri and Alexander Georgievich Leonov.
The same implementing regulation updates information concerning 104 individuals and 71 entities already included in Annex I. It entered into force on the date of publication in the Official Journal of the European Union, 22 September 2026.
Screening implications
For sanctions-screening operations, the change is not limited to the headline delistings. Firms screening against EU measures should ensure their lists reflect the removals as well as the updated identifying information for existing entries. The underlying restrictive measures remain applicable to the more than 3,000 individuals and entities covered by the regime through 22 September 2029, subject to future Council action.
