Hong Kong SFC Fines Zheng Da International HK$7 Million for AML/CFT and Regulatory Failures

Hong Kong’s Securities and Futures Commission (SFC) has reprimanded Zheng Da International Financial Holding Limited and fined the firm HK$7 million for failures to comply with anti-money laundering and counter-financing of terrorism (AML/CFT) and other regulatory requirements.

The disciplinary action, announced on 29 September 2026, covers failures during the period from 1 December 2021 to 30 September 2023. The SFC also suspended the licence of Zheng Da’s responsible officer, Zhong Hao, for seven months, from 28 September 2026 to 27 April 2027.

The action is significant for licensed firms because the SFC expressly linked the disciplinary outcome to AML/CFT compliance as well as broader regulatory obligations. It also demonstrates that supervisory action can extend beyond the licensed corporation to the responsible officer overseeing regulated activities.
