UK and Albania Establish First Western Balkans Asset-Sharing Arrangement
The United Kingdom and Albania have established what the UK government describes as the first asset-sharing arrangement of its kind in the Western Balkans, creating a mechanism to divide criminal assets recovered through cross-border law-enforcement cooperation.
The arrangement followed the conclusion of a drug-related case and was initiated at a formal ceremony in Tirana on 13 July 2026. It was formally completed and signed in the United Kingdom on 6 August 2026, with the British government announcing the agreement on 26 August.
The first arrangement covers £54,000 in recovered real-estate assets, which will be split equally between the UK government and Albania’s Agency for the Management of Seized and Confiscated Property (AAPSK).
Cooperation targets criminal finances and real-estate laundering
The agreement resulted from cooperation involving the UK Home Office, National Crime Agency, Crown Prosecution Service and AAPSK, alongside law-enforcement and judicial partners in both countries.
The UK government highlighted the scale of Albania’s broader asset-recovery activity. In the first quarter of 2025 alone, the value of seized and confiscated assets in Albania exceeded €58 million, including more than 1,000 real-estate seizures and confiscations. The announcement specifically noted the extent to which real estate is being abused to launder criminal proceeds.
The new arrangement is intended to strengthen incentives for joint investigations and asset recovery by establishing how recovered property can be shared after successful cross-border cases.
For AML and financial-crime practitioners, the development is a reminder that asset recovery increasingly depends on operational cooperation across jurisdictions, particularly where criminal proceeds have been converted into property or other assets outside the country where the underlying crime occurred.
