ACRA Annual Report 2025/2026: An Important Implementation Phase for the CSP Regime

ACRA has released its Annual Report 2025/2026. A consistent theme across the Chairman’s and Chief Executive’s messages is that robust regulation and a pro-enterprise environment are mutually reinforcing, and that compliance can be made simpler without compromising corporate transparency or regulatory integrity.
This provides useful context for reading the “Improving Compliance” section. As at 31 March 2026, ACRA reported:
- 283 AML/CFT compliance reviews and inspections of CSPs;
- 18 sanctions for non-compliance with AML/CFT requirements; and
- 3 convictions involving CSP-related persons, with fines ranging from S$7,500 to S$83,000.
These figures point to a graduated form of regulatory oversight: supervisory reviews and inspections, sanctions for AML/CFT non-compliance, and criminal proceedings resulting in convictions.
Their significance lies less in any single number than in confirming that supervision and enforcement are established components of the CSP regulatory framework.
FY2025 was also the year in which the Corporate Service Providers Act took effect. Alongside its supervisory and enforcement activities, ACRA undertook extensive industry outreach, improved its regulatory services and established the CSP Advisory Panel.
ACRA states that the 11-member Advisory Panel will focus on regulatory compliance, professional competency and technology developments over the next three years. The Panel provides a formal channel for continuing engagement between ACRA and the industry as the new regulatory framework is implemented.
In my view, FY2025 marks an important implementation phase for the CSP regime. As the framework matures, sustained supervision and constructive industry engagement will be important in promoting consistent professional standards and maintaining confidence in Singapore’s corporate services sector.
